la Caixa CNIO Foundation International PhD Scholarships

Overview

In 2008 "la Caixa" Foundation launched a scholarship programme to offer interdisciplinary training and research opportunities to outstanding young graduate students of any nationality to pursue a PhD project at the Spanish National Cancer Research Centre (CNIO).

The "la Caixa"/CNIO international PhD programme offers cross-disciplinary training in state-of-the-art basic and applied cancer research within an international scientific environment. Ten fully funded four year fellowships will be available in 2012. Candidates should have an excellent academic track record, a solid knowledge of English and previous research experience.

Students who gain a place in this new programme obtain full financial support during the four years of the scholarship.

WHO CAN APPLY?


  • This call is open to applicants from all nationalities.

  • Students holding a university degree (BSc, MSc, Diploma, DEA, Licenciatura, Laurea or equivalent) in biomedical sciences, or who expect to be awarded with such qualification during the first half of 2012, are eligible to apply to the Programme. This university degree should qualify for the start of a PhD thesis in the student`s home country. Non-European university degrees should be equivalent to a European diploma or degree.

  • Studies should have been completed no more than two years ago.


  • Applicants must have an excellent academic record and previous research experience during their undergraduate period.

  • Candidates must have a solid working knowledge of English.

  • Co-authorship of publications in MedLine-listed journals will be positively
    considered.

  • Participation in the CNIO Summer training programme will be positively
    evaluated.

  • Individuals may not have worked at the CNIO, at any time, for more than three months before being hired as part of the “la Caixa”/CNIO International PhD Programme. The earliest date of incorporation into the Programme is September 1st of each year.

  • The upper age limit for eligibility is 30 years.
SCHOLARSHIPS
  • Students who gain a place in our PhD programme will obtain full financial
    support, including tuition, regardless of nationality. During the first two years,
    students will receive a total annual gross stipend of 17,165 Euros plus an annual
    allowance of 1,500 Euros to cover miscellaneous expenses, such as university
    fees, expenses derived from international congress attendance and/or stays in
    international research centres. During the third and fourth year, the graduate
    students will receive an employment contract with a gross annual salary of
    25,430 Euros (depending on marital status, children, etc., this salary
    corresponds to a net income of approximately 1,615 Euros/month) plus a
    onetime annual allowance of 1,700 Euros. This employment contract will be
    prepared in accordance to Spanish laws and regulations, and employees will be
    included in the general Spanish Social Security System.

  • Monthly rates of the fellowship will be paid at the end of each month through a
    bank transfer to a Spanish bank account.

  • The fellowships will be awarded on a competitive basis and will be renewable
    annually for up to four years, depending on a positive evaluation by the
    supervisor.

  • All students will receive full health and occupational insurance coverage.

  • Graduate students will also be entitled to social benefits such as holidays,
    subsidized meals and aids for studying Spanish or English.


  • Doctoral students at CNIO usually have their doctoral degree awarded by a
    Madrid university. However, international PhD students may also choose to
    have their doctoral degree awarded by a university of their home country.

  • During the duration of the fellowship the students must devote themselves
    entirely to research at CNIO and may not be beneficiaries of any other
    fellowship, grant, stipend or regular income.

  • This fellowship does not imply any obligation of CNIO regarding further
    incorporation of the employee.

  • Expenses associated with the interview: applicants invited to Madrid for
    interviews will be provided with a return flight ticket and overnight
    accommodation. All bookings will be directly handled by the CNIO.

  • This programme will fund only one PhD student per group per year.


HOW TO APPLY

Application must be submitted exclusively through the web site. A link to the online
application form can be found at http://www.cnio.es/PhD. The application form must
be completed in English.

In the online application process you will be asked to enter your personal data,
information regarding your education, your scientific interests and names/contact
details of two referees. Moreover, you will be asked to upload all required documents,
including your CV and academic certificates. We advise you to prepare all texts
(motivation letter, list of publications, etc.) in a text processor and paste them into the
application form.
  • In the application form we would suggest you to select, in order of preference, a
    maximum of three research groups from the list of CNIO groups that are accepting
    applications in the call. These groups belong to six of the Research Programmes at the
    CNIO: Molecular Oncology, Structural Biology and Biocomputing, BBVA Foundation –
    CNIO Cancer Cell Biology, Molecular Pathology, Human Cancer Genetics and Clinical
    Research. Summaries of their research interests and lists of publications can be found
    in the CNIO`s 2010 Scientific Report. The Selection Committee will assign successful
    students to the different research groups at the end of the interview process.
  • Use the “publications” text box to include all of your publications (if any).
    Publications should include the complete title and list of authors (as published) in
    PubMed format.
  • Use the “motivation letter” text box to outline your research interests as well as
    your skills and knowledge. Also state the reasons why you would like to do your PhD
    at the CNIO.
  • Use the “additional information and comments” text box to include any additional
    information you consider relevant and you have not provided elsewhere. Also, use this
    space to make any comment you may have.
  • In the application form you will have to give the names and email addresses of two
    scientists who will write letter of reference on your behalf. You will have to
    download the “reference letter” form from the web site and send it to two
    people who have agreed to act as referees on your behalf. Your two referees
    must submit their scanned signed letters of recommendation directly to phd@cnio.es.
    Alternatively, letters may be also faxed to +34-912246980, to the Training Office. It is
    your responsibility to ensure that all reference letters are sent to CNIO
    before the deadline (March 15 th, 2012).

The scholarship programme is highly selective. Only candidates showing the highest achievement and promise may receive a scholarship.


Duration and number of scholarships


Selected students receive a scholarship for the duration of the degree programme, which is a maximum of two years for a Master's degree and three years for a Bachelor’s degree. Approximately 55 scholarships are awarded each year. The scholarship will only be renewed for the second (and third) year if the student is making satisfactory progress towards the degree.



Amount of scholarship


Selected students are awarded a scholarship between 5 000 and 27 300 euro per year. Students should be aware that the grant is not necessarily a full scholarship, and that it may be necessary to find additional funding to be able to finance study and stay completely. As one of the requirements for being granted a residence permit in the Netherlands, students from abroad must prove to the IND (immigration and naturalisation office) that they have sufficient financial means. Read more about the budget the University advises.


Eligibility criteria


The applicant must meet the eligibility criteria in order to be considered for this scholarship. The applicant should:



  1. Not have the Dutch or an EU/EER nationality;

  2. Hold a non-Dutch secondary school diploma;


  3. Have been admitted to an International Master’s programme within one of the Graduate Schools mentioned above, the Bachelor’s programme in Economics and Business Economics or to University College Utrecht;

  4. Hold a relevant Bachelor’s degree (for a Master’s programme) or secondary school diploma (for a Bachelor’s programme), or an equivalent thereof;

  5. Be able to comply with the conditions to obtain a Dutch visa; 

Failure to meet one or more of these criteria automatically means the student is not eligible for this scholarship.


Selection criteria


Eligible candidates are selected for a scholarship on the basis of the following criteria:



  1. Their academic excellence and promise in the proposed field of study;

  2. The academic quality and results of the preceding education, as evidenced, for example, by grades, test scores, publications, letters of recommendation;


  3. The quality and relevance of the motivation letter (academic content, intercultural and communication skills, personal motivation);

  4. The quality and feasibility of the financial plan in the application;

  5. The quality of the application itself (completeness, accuracy, consistency).

Application


It is not possible to apply for the Utrecht Excellence Scholarship. The Selection Committee of the programme will select eligible candidates on the basis of the selection criteria mentioned above. The selected candidates will be offered an Utrecht Excellence Scholarship in May.

Please note that students starting their programme in February are not eligible for the Utrecht Excellence Scholarships.


Funding


The funds for the scholarships come from the Utrecht Excellence Scholarship Fund, established by Utrecht University and from contributions by Utrecht University alumni.


Australia Scholarship from Melbourne International Research Scholarships

Each year the University offers about 220 new Melbourne Research Scholarships (MRSs), of which about 100 are normally awarded to international students as MIRSs.


Benefits provided by the MIRS include:



  • a living allowance of $22,860 per annum (2011 rate)

  • a Relocation Grant of $2,000 awarded to students who are moving from interstate in order to study at the University of Melbourne or $3,000 awarded to those who are moving from overseas

  • a Thesis Allowance of up to $420 (2011 rate) for masters by research and up to $840 (2011 rate) for PhD and other doctorate by research candidates, and paid sick, maternity and parenting leave.



Eligibility



To be considered for a MIRS, applicants need to have an unconditional offer of a place in a graduate research degree course (eg. masters by research, PhD or other research doctorate) at the University of Melbourne.



  1. Only open to international applicants (ie. citizens of countries other than Australia and New Zealand who are not Australian permanent residents.)

  2. Applicants must have applied for, or be currently enrolled in,  a graduate research degree at the UoM.

  3. A scholarship will not be offered if the applicant has already completed a qualification at the same or higher level as the course for which a scholarship is sought.

  4. Applicants will only be considered for scholarship in one department at any one time.

  5. Academic Requirements: Applicants normally need to have completed a research project/component as part of their tertiary studies that accounts for at least 25% of their year’s work at 4th year or masters level.



How to apply


International students are automatically considered for Melbourne International Research Scholarships (MIRS) once they receive an unconditional course offer for an eligible course. Applicants must apply for admission using the online application available at http://www.futurestudents.unimelb.edu.au/admissions/applications/graduate-international.


Application closing dates


MIRS applicants should submit their online application for admission by 31 October. Applications received after this date will only be considered for any MIRSs that remain at the time the application is assessed for scholarship.

1. LATAR BELAKANG

  1. Dasar Hukum
Undang-undang Nomor 20 Tahun 2003 mengamanatkan dosen sebagai tenaga pendidikan di perguruan tinggi harus mempunyai kualifikasi minimum dan sertifikasi sesuai dengan jenjang kewenangan mengajarnya (Pasal 42).
Undang-undang Nomor 14 tahun 2005 Tentang Guru dan Dosen menyebutkan bahwa dosen harus memiliki kemampuan untuk mewujudkan tujuan pendidikan nasional (Pasal 45).
Selanjutnya, Undang-undang Nomor 14 tahun 2005 mengamanatkan dosen untuk meningkatkan dan mengembangkan kualifikasi akademik dan kompetensi secara berkelanjutan sejalan dengan perkembangan ilmu pengetahuan, teknologi, dan seni (Pasal 60).
Pentingnya dosen yang disebutkan dalam Undang-undang di atas dijabarkan dalam Permen Nomor 42 Tahun 2007. Kualitas dosen akan sangat menentukan tinggi-rendahnya kualitas suatu perguruan tinggi, dan pada gilirannya menentukan pula tinggi-rendahnya kualitas pemimpin bangsa di masa yang akan datang.
Gambaran Hukum Sebagai lembaga pendidikan, perguruan tinggi merencanakan dan melaksanakan program-program yang akan meningkatkan kualitas pendidikan dan kemajuan kelembagaannya, sehingga tujuan pendidikan nasional dapat dicapai. Untuk mencapai tujuan tersebut, perguruan tinggi paling tidak harus mengembangkan kelembagaannya (institutional development) bersama-sama dengan mengembangkan sumberdaya manusianya (human resources development).


Pengembangan kelembagaan dapat dilakukan melalui kerjasama dengan perguruan tinggi luar negeri yang minimal setara kualitasnya di bidang-bidang yang menjadi unggulannya. Kerjasama di bidang penelitian; pendidikan; pengembangan kelembagaan; pertukaran staf pengajar; atau kegiatan terkait lainnya, merupakan langkah strategis yang perlu ditempuh oleh perguruan tinggi Indonesia agar kualitas kelembagaannya menjadi lebih baik, sehingga dapat berdiri sama tinggi dan duduk sama rendah dengan perguruan tinggi dunia lainnya.

Kerjasama yang dibangun dengan perguruan tinggi mitra luar negeri baru bisa berjalan dengan baik, jika ditangani oleh tenaga-tenaga yang profesional di bidangnya masing-masing, agar dapat mengimbangi kemampuan dan wawasan akademis dari mitra luar negerinya. Tenaga-tenaga profesional ini tak lain tak bukan adalah para staf pengajar (dosen) yang dimiliki oleh perguruan tinggi yang akan melakukan kerjasama tersebut. Dengan kata lain para dosen merupakan modal dasar dari perguruan tinggi untuk meningkatkan mutu kelembagaannya. Upaya untuk mengembangkan sumberdaya manusia sebagai modal dasar perguruan tinggi merupakan bagian integral dari proses peningkatan kualitas pendidikan.

Pengembangan sumberdaya manusia perguruan tinggi merupakan salah satu program utama Ditjen Pendidikan Tinggi yang terus menerus dijalankan hingga sekarang. Hasil nyata dari program tersebut adalah sekitar 55 % dari staf pengajar perguruan tinggi di Indonesia (PTN dan PTS) telah bergelar S2/S3. Dan cukup banyak birokrat di lembaga-lembaga pemerintah (dari eselon 2 hingga menteri); lembaga tinggi negara; staf ahli di departemen pemerintah; dewan direksi di BUMN atau perusahaan swasta adalah dosen-dosen aktif dari perguruan tinggi. Di akhir jabatannya, para mantan birokrat, mantan anggota dewan; mantan staf ahli, atau mantan dewan direksi akan kembali ke kampusnya masing-masing dengan segudang pengalaman yang berharga di bidang birokrasi atau administrasi, akan tetapi tertinggal jauh dalam perkembangan & kemajuan di bidang ilmu keahliannya. Kondisi ini akan berdampak negatif terhadap kualitas pendidikan di lembaganya, ketika yang bersangkutan diminta menjadi pembimbing mahasiswa program S3, atau memberi kuliah di program pascasarjana. Upaya untuk memberdayakan kembali staf pengajar perguruan tinggi yang disebutkan di atas merupakan salah satu tujuan dari Program Academic Recharging Ditjen Pendidikan Tinggi.
Program Academic Recharging merupakan program Dikti dengan manfaat ganda, yaitu pengembangan kelembagaan perguruan tinggi melalui program kemitraan dengan PT luar negeri, dan pengembangan sumberdaya staf pengajarnya melalui pengayaan akademik atau kerjasama penelitian dengan mitra luar negerinya.

2. Alasan Kegiatan Dilaksanakan
Program Academic Recharging (PAR) diarahkan agar tujuan pendidikan nasional dapat lebih cepat dicapai, dan kualitas PT Indonesia secara dapat ditingkatkan menjadi setara dengan PT internasional
PAR merupakan kegiatan pengembangan sumberdaya manusia dengan manfaat ganda, yaitu mengembangkan atau memberdayakan kembali dosen perguruan tinggi dan membangun/memperkuat kelembagaan dari PT terkait.
Di masa lalu, kerjasama antara perguruan tinggi Indonesia dengan perguruan tinggi luar negeri lebih banyak tercantum di atas kertas dalam bentuk MoU (Memorandum of Understanding) dan sangat sedikit PT Indonesia dapat menindak lanjutinya karena kendala pendanaan. Melalui PAR ini, PT Indonesia dapat menghidupkan MoU-MoU yang telah ditanda tangani, yang pada gilirannya akan meningkatkan dan memperkuat atmosfir akademik di kampusnya masing-masing.

Dengan adanya PAR, PT Indonesia daya tawar dalam mengembangkan program-program kelembagaan dan/atau sumberdaya manusia dengan calon mitra luar negerinya, di berbagai bidang akademik, seperti penelitian, pendidikan, pengembangan kelembagaan, pertukaran staf pengajar, dan lainnya.
Melalui PAR ini, staf pengajar dari perguruan tinggi Indonesia dapat menimba pengalaman dari mitranya di luar negeri, yang dapat diterapkan di institusinya masing-masing setelah melalui proses penyesuaian sesuai dengan kondisi setempat. Di samping menimba pengalaman, staf pengajar yang melakukan kunjungan tersebut dapat menjalin kerjasama dengan mitranya, dan pada umumnya diawali dengan kerjasama di bidang penelitian dan menulis makalah bersama untuk dipublikasikan di jurnal internasional. Kegiatan seperti ini akan memberikan dampak positif yang besar bagi pengembangan kelembagaan perguruan tinggi dimana staf pengajar itu berada.
Program ini juga memberi kesempatan bagi para pesertanya untuk menyegarkan kembali kembali (academic recharging) bidang ilmu yang ditekuninya agar dapat mengikuti perkembangan terkini. Proses ini penting bagi peserta yang telah lama meninggalkan dunia akademik karena menduduki jabatan birokratis atau administratif, dan bermaksud kembali ke dunia pendidikan. Dengan pengalaman birokrasi dan hubungan yang luas yang diperoleh selama menjabat, staf bersangkutan dapat dengan cepat menjalin kerjasama yang aktif dan saling menguntungkan antara perguruan tinggi asal dengan perguruan tinggi di luar negeri.

Dengan PAR yang diluncurkan, diperkirakan kualitas perguruan tinggi akan meningkat secara nyata, baik di bidang kelembagaan, akademik, mau pun sumberdaya manusianya.

2. KEGIATAN YANG DILAKSANAKAN
1. Uraian Kegiatan
Program Academic Recharging (PAR) merupakan kegiatan pengelolaan pengiriman staf dosen madya mau pun senior ke perguruan tinggi luar negeri, dimana para peserta yang dikirimkan merupakan dosen tetap dari PTN dan PTS di Indonesia. Ada tiga skema PAR berdasarkan peruntukannya, yaitu

PAR untuk para Pengelola Program Pascasarjana di perguruan tinggi Indonesia (PAR-A) dengan maksimum waktu 2 minggu;
PAR untuk dosen senior (Profesor dan/atau Doktor) yang akan melakukan kegiatan penyegaran keilmuan (PAR-B) dengan maksimum waktu 4 bulan;
PAR untuk dosen lulusan program Doktor yang akan melakukan kegiatan kerjasama penelitian dengan mitra luar negerinya (PAR-C) dengan maksmimum waktu 4 bulan.
Kegiatan beasiswa PAR ke luar negeri ini diawali dengan pengumuman kepada seluruh PTN dan PTS di Indonesia untuk mengirimkan para calon yang telah siap. Kemudian, seleksi berkas dilakukan terhadap berkas-berkas pelamar yang diterima ke Dit. Ketenagaan. Hasil dari seleksi berkas akan diumumkan, dan para pelamar yang lolos akan mengikuti proses seleksi berikutnya, yaitu proses presentasi.


Dalam proses presentasi, para pelamar akan memaparkan rencana kegiatannya selama PAR di PT luar negeri tujuan dihadapan anggota tim panelis. Pelamar yang lolos dari seleksi tahap kedua ini yang akan didanai oleh Dikti melalui Program Beasiswa Pendidikan Luar Negeri untuk melakukan kegiatan PAR.

Proses persiapan keberangkatan dari para peserta, diawali dengan penanda tanganan kontrak kegiatan PAR antara Ditjen Dikti di satu pihak dengan para Pimpinan PTN atau Kopertis (sebagai wakil dari PTS) di lain pihak, untuk menentukan besaran anggaran yang diperlukan bagi tiap peserta (untuk kategori PAR-B dan PAR-C). Bagi kategori PAR-A, Ditjen Dikti akan melakukan penanda tanganan kontrak langsung dengan tiap-tiap Direktur Sekolah Pascasarjana yang terpilih menjadi peserta PAR.
Setelah para peserta berangkat ke perguruan tinggi luar negeri yang dituju, Dit. Ketenagaan melakukan kegiatan monitoring untuk memantau kemajuan dan hambatan yang dialami oleh para peserta atau kendala yang dihadapi para institusi yang mengirimkan mereka.\

2. Batasan Kegiatan
Batasan kegiatan PAR ke luar negeri adalah sebagai berikut:

Universitas tujuan tempat pelaksanaan PAR harus berada di luar negeri;
PAR diperuntukkan bagi dosen tetap PTN atau PTS;
PAR diperuntukkan bagi dosen dengan jabatan akademik minimal Lektor;
Lama kegiatan program PAR adalah berkisar antara 2 (dua) minggu (untuk PAR-A) hingga maksimal 4 (empat) bulan (untuk PAR-B dan PAR-C).


3. MAKSUD DAN TUJUAN

Kegiatan pemberian PAR ke luar negeri ini dimaksudkan untuk membangun/meningkatkan kelembagaan dan memberdayakan sumberdaya manusia PT melalui program-program kerjasama dengan perguruan tinggi atau lembaga penelitian di luar negeri.

Tujuan penyelenggaraan PAR untuk tahun 2009 adalah:

1. Untuk PAR-A (Pengelola Pascasarjana):

Membangun jejaring (network) pengembangan kelembagaan pascasarjananya (memberikan paparan tentang profil pascasarjana); dan/atau
Mengembangkan kerjasama yang sudah ada (menciptakan kegiatan-kegiatan akademik untuk mengisi MoU yang sudah ada); dan/atau
Memberikan seminar/presentasi pada bidang keahliannya di perguruan tinggi yang dikunjunginya.


2. Untuk PAR-B (Profesor/Doktor Skema Penyegaran Keilmuan)

Penulisan buku referensi dengan bahan mutakhir; dan/atau
Pemutakhira bahan dan metoda ajar dengan bahan-bahan terkini; dan/atau
Sit-in dalam kuliah dan/atau seminar/lokakarya untuk menyerap perkembangan terkini dalam keilmuan yang ditekuni oleh masing-masing dosen; dan/atau
Penyusunan proposal penelitian bersama dengan mitra dari perguruan tinggi atau lembaga penelitian di luar negeri yang diajukan ke penyandang dana internasional.


3. Untuk PAR-C (Doktor Skema Kerjasama Penelitian)

Diperuntukkan bagi dosen bergelar Doktor yang ingin lebih memperdalam atau mengembangkan bidang penelitian atau keahliannya;
Jenis kegiatan yang dapat diajukan adalah: (1) Penelitian bersama dengan Profesor di perguruan tinggi luar negeri, atau dengan peneliti di lembaga penelitian luar negeri; atau (2) Penyelesaian penellitian untuk penulisan publikasi internasional.


4. INDIKATOR KELUARAN DAN KELUARAN
Indikator Keluaran (Kualitatif)
Indikator luaran dari masing-masing kategori PAR adalah sebagai berikut:

i. Untuk PAR-A (Pengelola Pascasarjana), luaran yang dihasilkan sekurang-kurangnya berupa:

Program kerjasama pendidikan (Twinning/Double Degree, atau Joint Program, atau Exchange Program); dan/atau
Program kerjasama penelitian; dan/atau
Peluang beasiswa yang dapat diperoleh; dan/atau
Program perekrutan mahasiswa pascasarjana internasional; dan/atau
Laporan kegiatan akademik yang diikuti, misalnya perkembangan mutakhir dalam keilmuannya.


ii. Untuk PAR-B (Profesor/Doktor Skema Penyegaran Keilmuan), luaran yang harus dihasilkan sesuai dengan jenis kegiatannya, berupa:

Buku referensi yang mutakhir; atau
Buku ajar terbarukan; atau
Makalah (paper) internasional; atau
Laporan hasil kegiatan sit-in dan atau makalah yang telah dipresentasikan dalam seminar/lokakarya; atau
Proposal penelitian internasional.


iii. Untuk PAR-C (Doktor Skema Kerjasama Penelitian), luaran yang dihasilkan sekurang-kurangnya, sesuai dengan jenis kegiatannya, berupa:

Laporan penelitian bersama; atau
Publikasi internasional.

e. Keluaran (Kuantitatif)
Pada tahun 2009, jumlah penerima Program Academic Recharging ke luar negeri ditargetkan sebanyak 400 orang.


5. CARA PELAKSANAAN

a. Metoda Pelaksanaan
Metoda pelaksanaan kegiatan PAR ke luar negeri pada dasarnya adalah melakukan proses penjaringan untuk memperoleh calon peserta yang telah siap untuk melaksanakan PAR ke luar negeri. Kemampuan berbahasa Inggris atau bahasa pengantar lainnya, harus berada di atas rerata, agar mampu berkomunikasi dengan baik, dan mampu menulis makalah dalam bahasa Inggris.

Proses penjaringan ini dilakukan melalui proses seleksi bertahap. Tahap pertama adalah proses seleksi berkas, dan Tahap kedua adalah melalui proses presentasi atau wawancara (di dalam bahasa Inggris).


b. Tahapan Kegiatan
Tahapan kegiatan dari PAR ke luar negeri adalah sebagai berikut:

Persiapan;
Pengumuman tentang PAR ke luar negeri kepada seluruh PTN dan PTS di Indonesia;
Proses penjaringan Tahap 1, yaitu seleksi berkas lamaran;
Pengumuman hasil seleksi berkas;
Proses penjaringan Tahap 2, yaitu proses presentasi atau wawancara para calon;
Pengumuman hasil seleksi;
Penanda tanganan kontrak dengan pimpinan PTN atau Kopertis wilayah (sebagai wakil dari PTS terkait), atau dengan pimpinan Sekolah Pascasarjana
Proses keberangkatan peserta PAR ke luar negeri;
Monitoring ke PTN dan Kopertis tentang pelaksanaan kegiatan PAR;
Monitoring kegiatan para peserta PAR yang sedang berada di luar negeri;

6. TEMPAT PELAKSANAAN

a. Pengelolaan Program
Pengelolaan PAR ke luar negeri dipusatkan di Direktorat Ketenagaan, Ditjen Pendidikan Tinggi, Departemen Pendidikan Nasional

i. Proses Seleksi
Proses seleksi Tahap 1 (seleksi berkas) dilakukan di Dit. Ketenagaan, Ditjen Pendidikan Tinggi.

Proses seleksi Tahap 2 (presentasi atau wawancara) direncanakan dilakukan di sentra-sentra tersebar di berbagai tempat di Indonesia, yaitu: Ambon; Bandung; Batam; Denpasar; Jakarta; Jayapura; Makassar; Manado; Medan; Padang; Palembang; Semarang; Surabaya, dan Yogyakarta.

ii. Proses Penandatangan Kontrak
Proses penanda tanganan kontrak dipusatkan di Direktorat Ketenagaan, Ditjen Pendidikan Tinggi, Departemen Pendidikan Nasional.

iii. Proses Keberangkatan
Proses keberangkatan para peserta PAR dilaksanakan dari bandara internasional di Indonesia ke negara tujuan.

iv. Proses Monitoring
Proses monitoring dilakukan di berbagai perguruan tinggi yang mengirimkan peserta PAR, dan sejauh memungkinkan ke perguruan tinggi atau lembaga penelitian tempat diseleggarakannya PAR di luar negeri.

8. PEMBIAYAAN
Pembiayaan kegiatan PAR ke luar negeri Dikti bersumber dari Program Beasiswa Pendidikan S2/S3 Luar Negeri pada DIPA Direktorat Ketenagaan Direktorat Jenderal Pendidikan Tinggi Depdiknas, dimana untuk Tahun Anggaran 2009 dianggarkan sebesar 32 milyar rupiah.

Terkait dengan penyelenggaraan program Beasiswa S2/S3 Luar Negeri ke perguruan tinggi di Amerika Serikat (Beasiswa Fulbright Amerika-Indonesia), semenjak tahun 2009 Direkrorat Jenderal Pendidikan Tinggi bekerjasama dengan lembaga AMINEF telah melakukan seleksi bersama (joint selection) bagi para dosen yang akan melanjutkan studi S2/S3 ke Amerika serikat. Program ini disebut Fulbright-Dikti Scholarship Program. Pada tahun 2009 yang lalu telah dilakukan seleksi bagi mereka yang akan diberangkatkan tahun 2010.

Overview

Scholarships have played a significant role in Australia`s development cooperation program in Indonesia, with around 11,000 scholarships provided over more than 50 years. ADS continues to be a major component of the program with up to 400 scholarships offered in 2011.

The off-shore component of the ADS Program is managed by IDP through an IDP established ADS Project Office in Jakarta to ensure efficient end effective administration of the ADS scheme in Indonesia. Each year, the Australian Government sponsors people from a number of developing countries to study in Australia through Australian Development Scholarships (ADS). The Australian Development Scholarship program in Indonesia aims to promote private and public sector human resource development in areas of agreed development priority.


This is achieved by providing post-graduate scholarships for Indonesians to study in Australia and by working in close cooperation with the Indonesian Government to deliver a program which is flexible to Indonesia`s human resource development needs.

Consistent with the principles of AusAID`s education and training policy (August 1996), the ADS program is implemented to ensure : quality (of project personnel, fellows and procedures); transparency (of selection); equity and merit (in the awarding of fellowships); access (of beneficiaries to scholarship documentation and information); and consistency (in award administration). The Main Objectives of the ADS Program are:

  • To assist Indonesian public and private institutions meet identified institutional objectives and training needs through the provision of postgraduate education to selected staff;
  • To assist individuals to increase their capacity to contribute to Indonesian institutions and professions by the provision of postgraduate study opportunities in Australia;
  • To assist alumni of the ADS scheme to maintain and update their academic and professional skills;
  • To promote Indonesia and Australia`s equity in development policies;
  • To deliver training that complements the human resource development goals outlined in AusAID`s Indonesian Country Program Strategy; and
  • To select high quality candidates with the ability to succeed at tertiary study in Australia, with minimal extensions and with the abiliity contribute to Indonesia`s development.
ADS Categories
Australian Development Scholarships (ADS) provide opportunities for Indonesians to study in Australia at POSTGRADUATE (S2/S3) level. Four hundred scholarships are expected to be awarded in 2012 for commencement in 2012/2013. Candidates must undertake study in one of the four areas of development priority (see homepage). In Indonesia, the Australian Development Scholarship program is offered in 2 main categories: "Public" and "Open".
Public Sector Category
Public sector applicants are employees from Government organizations, state universities and state owned enterprises. Their applications must be approved by training or foreign cooperation bureaus (BKLN) of their local or central agencies before being submitted to the ADS Program Office. Public sector candidates from government agencies outside Jakarta may apply directly to the ADS Program Office with the approval of their relevant Kakanwil or Kadinas. Public Sector applications must identify in writing on the application form the agency`s reason for nominating the applicant in terms of the agency`s human resource development needs, the anticipated benefit of the applicant`s proposed study to the agency, a proposed strategy for utilizing the applicant`s knowledge, skills and qualification gained and commitment to adopting the strategy and supporting the applicant. Calon Pegawai Negeri (CPNS) are not allowed to apply. Open Category
Open Category applicants are from private organisations and universities and this category is also open to recent university graduates. No prior Government approval is required for people applying in the Open Category, and applications are to be submitted directly to the ADS Program Office. They require, where relevant, the endorsement of the agency, institution or private university in which the applicant is working or studying. Applications are submitted directly to the ADS Office. Applications must identify in writing the anticipated benefit of the applicant`s proposed study to the agency, where relevant, and include, in such cases, a proposed strategy for utilizing the applicant`s knowledge, skills and qualifications. Public servants (Pegawai Negeri) cannot apply in the Open category.
Targeted Category
A third category exists for candidates who are identified by their organisations in consultation with the ADS Program. Candidates within this category must be identified by their home organization and must not apply to the ADS Program independently of their employer.
`Targeted Category` candidates are employed by organisations which are identified by the Government of Indonesia and Government of Australia (through AusAID) as being strategically aligned with the Development priorities of the Government of Indonesia. Candidates within this category may also be employed by government organizations, state owned enterprises, non-government organizations (NGOs), civil society organizations (CSOs) and key state and private higher education institutions which service the training needs of these organizations. Eligibilities
In General, Candidates must :
  • Be an Indonesian citizen and not have permanent residence in Australia or New Zealand;
  • Not be married or engaged to a person who is eligible to hold Australian or New Zealand citizenship or permanent residence status, at any stage of application, selection, mobilisation processes or while on-scholarship in Australian;
  • Satisfy Australian Government requirements for international student entry to Australia (health, character, etc);
  • Not hold or have held a Government of Australia Scholarship to study outside Indonesia in the 24 months preceding the application -- 24 months to be calculated from the of arrival back in Indonesia to the ADS application closing date;
  • Be applying to commence a new course of study and not be seeking support through ADS for a course already commenced in Australia;
  • Be able to take up the scholarship in the year for which it is offered;
  • Be able to satisfy all requirements of the Department of Immigration and Citizenship (DIAC) for an AusAID student visa; and
  • Be able to satisfy the admission requirements of the Australian university at which the scholarship is to be undertaken.
Specifically, Candidates must :
  • Be applying for courses that fall within the four areas of development priority (see Background);
  • Be not older than 42 years old at the time of application.
  • Have a Grade Point Average (GPA) of at least 2.9 (on a scale of maximum 4.0) and an English language proficiency of at least 5.0 in IELTS (or 500 in Institutional TOEFL by ETS or 39 in Internet-based TOEFL). The IELTS or TOEFL result must be current (a test result obtained in 2010 or 2011 will be considered current). No other English language test (including TOEFL prediction test) results will be accepted;
  • Already hold an undergraduate degree, if applying for a Masters;
  • Already have a Masters, if applying for a Doctorate;
  • Apply for a degree at a level higher than their current highest qualification;
  • If applying for a Doctorate, applicants will be restricted to staff of universities, higher education institutions, research institutes, key policy makers and targeted candidates in other agencies associated with AusAID activities. It is highly desirable for Doctorate applicants to have a letter of support from an Australian university for their proposed field of study;
  • Answer all relevant questions on the application form; and
  • Be willing and available to take full-time (Monday - Friday, 08.00 - 16.00) English for Academic Purposes (EAP) training in Indonesia prior to studying in Australia, if offered a scholarship.
Number of Awards and Study Options
The number of ADS awards each year will depend on Australian government budget appropriations. In the 2011/2012 ADS cycle, 400 ADS scholarships are available for commencement in 2012/2013. The scholarships are allocated as follows:
  • 2/3 of all awards will be offered to applicants from the `Public Sector` category;
  • 1/3 of all awards will be offered to applicants from the `Open` category;
  • Up to 50% of awards will be offered in the `Targeted Sector` category;
  • Up to 30% of all awards will be offered to applicants from Geographic Focus Areas. The geographic focus will include East Nusa Tenggara, West Nusa Tenggara, Papua, West Papua, and Aceh;
  • 90% of all awards will be offered at Masters level and 10% of all awards will be offered at PhD level; and
  • An equal number of awards will be offered to males and females
Length of Study and Course Options
Scholarships will be available for full-time study of an Australian post-graduate qualification for the minimum period required to complete the award through the relevant Australian university, selected from AusAID contracted universities (normally a maximum of 2 years for Masters and 4 years for Doctorate). Areas Of Development Priority
Candidates must apply to study courses which fall within the Australia Indonesia Partnership priority academic areas . An indicative list of the areas for study follows. This list is subject to continuous review through the six monthly Program Coordination Committee process.

Candidates considering study for particular professions should note that ADS does not include the practical training period required for professional registration, e.g. medical internships, legal articles etc. Successful awardees are expected to complete such training in Indonesia. Selection Process
All applicants are considered by an independent Joint Selection Committee comprised of Australian and Indonesian academics. Only those shortlisted will be interviewed. The interview will assess candidates` academic ability, clarity of study goals, cultural adaptability. A critical consideration will be how well the ADS applicant is able to explain the relevance of their proposed study area to the development of Indonesia. The interview will be accompanied by an IELTS test of English language proficiency. Final selection is objective and based on the principles of merit and equity. Notification Of The Selection Result
All applicants will be advised whether or not they have been shortlisted for an interview. All interviewed applicants will be notified whether or not they have been awarded an ADS. The agencies of Public sector nominees will also be notified. The result is final and no correspondence will be entered into. Notification will include details of pre-departure training (English, academic skills, cultural preparation). This training is compulsory and full-time. Applicants

Who is eligible

This scholarship is open to nationals of member countries of ASEAN* (except Singapore) to pursue a designated full-time Masters degree by coursework and dissertation at NTU.

- ASEAN or the Association of Southeast Asian Nations consists of Brunei Darrussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam.

Eligibility criteria:
1. Singaporeans and Singapore Permanent Residents are not eligible to apply
2. Excellent academic record
3. A very good command of the English language
4. At least 2 years of working experience
5. An acceptable score in the Graduate Management Admission Test (GMAT) – for applicants of the MBA programme
6. You should not be on paid employment or accept paid employment or concurrently hold any other scholarship, fellowship, bursary or top-up allowance during the prescribed period of the award
Bond

There is no bond attached to the scholarship. No deferment of scholarship awarded will be allowed. Awards that are not taken up will be given to other qualified candidates.
Coverage

Each scholarship is tenable for a period of around 6 months only (NTU portion) for Master of Management in Hospitality, 1 year only for M.Sc. and M.Mass Communication programmes and 4 trimesters (? 16 months) only for the MBA programme.

Each scholarship shall cover the following:

Cost of one overseas Business Study Mission (for MBA candidates only) undertaken within the tenable period of the scholarship
Cost of travel from home country to Singapore on award of the scholarship
